Ⅰ 国际商法（英文）问题，高手帮帮忙

我不觉得这是国际商法的问题。这应该就是简单的国内刑法的问题。
我觉得PETER不能获内得这容笔钱，因为他作为一名警察有义务去解救被挟持的妇女，虽然该妇女的丈夫先前与他达成了类似口头合同的契约，但是作为公务人员，这种合同应该不会成立。

具体原因我说的不是很清楚，司法考试过去太久了忘记很多知识点了。
