Ⅰ 國際商法（英文）問題，高手幫幫忙

我不覺得這是國際商法的問題。這應該就是簡單的國內刑法的問題。
我覺得PETER不能獲內得這容筆錢，因為他作為一名警察有義務去解救被挾持的婦女，雖然該婦女的丈夫先前與他達成了類似口頭合同的契約，但是作為公務人員，這種合同應該不會成立。

具體原因我說的不是很清楚，司法考試過去太久了忘記很多知識點了。
