我觉得需要具备这么几点，个人体会：第一，学过中国法律，中国和英美的法律不同，你不懂中国法没法翻译、理解；第二，要慢慢积累，不要着急，随时做笔记；第三，也是最重要的一点，非常认真、非常仔细、非常较真地去研究每一个词、每一句话，一定要把词、句刨根问底，查遍元照、布莱克等所有好词典；第四，反复练习或者熟悉，这实际上就是46657597所说的实务背景；第五，原本英语基础好不好，并不关键，但对于理解、表达、运用法律英语而言确实比较重要，所以在学习专业性的法律英语的同时，多看看原味英文文章比较好。

但是，我反对一切毫无目的的死背书。如果你觉得背熟对于自己是一种负担，那就没有必要再背什么书。你需要抓住的是背书它的目的是什么。比如说背书是为了积累，那么我平时记下一些好词好句，多多阅读别人的文章，也是可以达到同样目的的，那么你就可以选择摘抄积累而不是整篇整篇的大背课文。
但最终的一点是，你必须积累起有用的东西来提高自己，有些时候整篇课文不背，但是好词佳句恐怕还是要靠背诵才能慢慢掌握吧。当你用这些此句已然成为一种习惯，那背书真的就没有意义了！
